Trump Wants to Kill a Program That Saves Americans Money on Energy. We Can’t Let That Happen.

How the Greenhouse Gas Reduction Fund is lowering energy costs and boosting community development

The Greenhouse Gas Reduction Fund (GGRF) is reinvigorating local economies across the U.S. by investing in affordable housing, energy efficiency, and clean energy projects. The program will reduce energy costs for households and businesses, curb pollution, and revitalize communities, especially those burdened by a growing cost of living crisis and decades of economic disinvestment. But you wouldn’t believe that if you only heard the lies coming from the Trump administration, whose dangerous campaign to discredit the GGRF, if unchecked, could strip communities of essential resources needed to deliver economic benefits and cost reductions that working families are relying on.

The administration is using the GGRF as a political scapegoat, illegally clawing back funds already appropriated by Congress and undermining these vital community investments through a widespread disinformation campaign with no shred of evidence. As of March 18, a federal judge temporarily blocked EPA's attempt to rescind funds, citing the agency's lack of concrete evidence to support allegations of fraud. This ruling prevents the EPA from taking away funds until further court proceedings, though it does not restore recipients' access to the funds at this time. 

Trump’s EPA’s latest move isn’t about fiscal responsibility; it’s a calculated distraction designed to allow them to take money from your community to fund tax cuts for billionaires. At a time when working families face rising costs, the administration is actively gutting programs that help households avoid impossible choices, like deciding between paying energy bills or putting food on the table.

 

How GGRF Is Lowering Energy Costs for Families and Businesses

Here’s what the Trump administration is not telling you: GGRF is designed to deliver significant savings and greatly expand access to cheaper cleaner energy. The program is the opposite of wasteful as it leverages nearly $7 in private capital for every federal dollar invested. It maximizes return on investment and drives long-term, resilient economic growth in places that need it most. 

Projects will reach communities across both red and blue states, prioritizing those hit hardest by today’s cost-of-living crisis. This approach is already delivering results across the country.

Energy Efficiency in Oregon and Texas

Affordable housing projects in Oregon and Texas have used GGRF support to leverage over $39 million in private capital to improve energy efficiency in hundreds of homes. These upgrades lower utility costs for low-income families while increasing access to cleaner, more affordable energy.

Clean Energy Projects in Appalachia

Similarly, the Green Bank for Rural America (PDF), another GGRF awardee, will finance around 2,000 clean energy projects across Appalachia and other rural regions. This effort is expected to create thousands of quality jobs and support communities historically dependent on the coal industry by expanding clean energy opportunities.

University Solar Project in Arkansas

Beyond residential and community projects, schools are also benefiting from these clean energy investments. Thanks to GGRF, the University of Arkansas has plans for a groundbreaking solar project expected to save over $120 million in energy costs over the next 25 years. That’s funding that will benefit 70,000 students and 17,000 employees across multiple campuses.

Trump’s Choice Is Clear: Corporate Interests Over Communities

Even so, Lee Zeldin’s Environmental Protection Agency (EPA) recently announced it would terminate GGRF with no evidence of misuse or fraud—leaving these projects and the communities they support stranded. This unprecedented move highlights how the EPA, once an agency dedicated to public service and benefiting the American people, has shifted toward weaponization and prioritizing fossil fuel interests over the public good. Instead of embracing smarter energy choices that could help cut down on costs, the Trump administration’s EPA is cutting programs that drive those results, all to cater to a few fossil fuel interests and political allies.

Baseless attacks claiming "fraud" are creating chaotic uncertainty and pulling the rug out from under these consensus-based, locally-driven projects. Even to the most skeptical observer, the GGRF is a well-designed, transparent program. The program operates through a process using a Financial Agency Agreement (FAA) with Citibank, a trusted financial structure used by both Republican and Democratic administrations for decades. This ensures rigorous oversight while fostering collaboration with the private sector to drive economic growth, create jobs, and revitalize communities.

 

The Broader Assault on Clean Energy

The campaign against the GGRF is part of a larger political effort to villainize clean energy solutions that deliver direct economic benefits, like job creation and lower energy costs, to communities across the country. By targeting programs like the GGRF, Republicans in the federal government are not just cutting funding but locking us into an outdated economic model that will leave us behind as the world embraces clean energy. These attacks serve fossil fuel interests, condemning Americans to rising energy costs and pollution. They are part of a deliberate, coordinated effort to spread disinformation and protect a broken status quo that serves ultra-wealthy campaign donors

Even members of their own party, especially at the state and local levels, recognize that clean energy offers real economic benefits—creating jobs and attracting investment in communities. Rather than promoting growth and innovation, these attacks risk stagnation, job losses, and the continuation of the high electricity costs that clean energy programs aim to solve.

 

Why We Need You in This Fight

As legal challenges to the Trump administration’s illegal cuts continue, it's crucial that we make the stakes clear and ensure the truth is widely understood. GGRF is a big deal program when it comes to increasing access to clean energy and improving quality of life for more Americans. It’s a rare, powerful opportunity to drive economic growth, reduce costs, and build a more reliable power system. While Trump’s cuts are rightly being contested in court, we must also push back against the disinformation that threatens to derail support for these critical programs. We need to amplify the real, positive impact these programs are having, especially in underserved communities.

We must protect GGRF and reject politically motivated, baseless pressure to cut cost-saving programs. Congress and state leaders must stand firm against these illegal cuts and defend American communities’ chance to rebuild.
