Last week, Senate Democrats confirmed that their proposed $3.5 trillion budget resolution includes “tens of billions of dollars” to establish a new Civilian Climate Corps (CCC)—a bold program that would put Americans to work serving their own communities and tackling the biggest challenges we face to build a better future.
Earlier this year, Evergreen Action released Building the Civilian Climate Corps, a policy roadmap to establish an ambitious CCC that built on the work that climate visionaries and local corps networks have been doing for more than a decade to lay the groundwork for this historic opportunity to spark a clean energy jobs revolution. In 2009, then-Representative Jay Inslee secured funding for a Clean Energy Service Corps in a national service bill. Ten years after that, Inslee’s presidential campaign called for a nationwide climate corps. When Joe Biden secured the Democratic nomination, Evergreen worked to include a CCC based on Inslee’s “gold standard” climate plan in Biden’s campaign platform. And now champions for climate action in Congress, including Sen. Ed Markey (D-MA) and Rep. Alexandria Ocasio Cortez (D-NY), Rep. Joe Neguse (D-CO), and Rep. Judy Chu (D-CA) are leading the fight by introducing bold legislation for a CCC.
Inspired by the ambition and impact of the New Deal-era Civilian Conservation Corps, a modern CCC will put American workers in the driver’s seat to confront the interlocking crises of climate change, environmental and racial injustice, and economic inequality. The Climate Corps would engage hundreds of thousands of Americans in the vital work of climate action and create pathways to union careers in the clean economy. It’s also one of the most popular provisions in President Biden’s Build Back Better agenda. The White House has recently reiterated its commitment to passing a CCC in budget reconciliation legislation this year. Now, Congress must make it a reality.
