Position Summary 

Evergreen Action seeks a Deputy State Policy Director to help us achieve our mission of tackling the climate crisis while creating an equitable clean energy economy. As a senior member of the States team, the Deputy State Policy Director will play a central role in building out our growing work to enhance state climate leadership. Our Deputy State Policy Director will help proactively develop Evergreen’s state policy agenda, conduct research, and author original policy products to demonstrate the roadmap for bold yet actionable state climate leadership.

The Deputy Director collaborates with the State Program Director and the organization’s policy and regional advocacy staff and consultants to offer tailored support to state agencies regarding the implementation of federal climate investments, and state policies. They will continuously monitor the subnational landscape regarding climate policy to identify and seize new opportunities to fulfill our mission.

The Deputy Director will foster collaboration across our communications, digital, advocacy and outreach, and states and policy teams, to advance our state program goals, leveraging all of Evergreen’s organizational strengths.

What You Will Do

    • Provides thought leadership and original research in service of developing and continuously refining Evergreen’s state policy priorities, both regarding implementation of federal climate investments and broader state policy 
    • Author original policy products, clearly articulating complex policies ideas in compelling narrative form: memos, blogs, etc.
    • Collaborate with the States team (full-time and consultants) and other departments (policy/comms/digital/campaigns) to leverage Evergreen’s full capacity in service of its state-focused efforts 
    • Executes ongoing collaborations with other climate organizations focused on state work
    • Works with the State Program Director to formulate proactive policy proposals and analyze state policy developments (i.e legislation, regulation, etc.)
    • Represents the State Program independently in key internal meetings and/or meetings with policymakers and partners

First-Year Milestones

In your first 90 days you will have: 

    • Developed a work plan that includes a detailed product schedule and timeline 
    • Begun actively collaborating with states team and other departments (policy/comms/digital) as applicable
    • Released one or more original policy products
    • Begun plugging into existing state agency conversations, key relationships and workstreams 

In 6 months you will have:

    • Assumed ownership of multiple independent workstreams 
    • Developed solid relationships with key state agency actors responsible for IRA implementation in one or more priority states

In 1 year you will have: 

    • Developed a process for refining and assessing state policy opportunities/challenges
    • Implemented a regular cadence for the release of original products
    • Assisted with multiple ongoing implementation projects
    • Represented Evergreen by attending at least one conference/event focused on state climate policy

What You Bring 

    • 5+ years of experience in state-level climate/clean energy policy development in either a government or advocacy setting. State government experience is a strong plus. 
    • Strong writer capable of authoring high-impact policy products
    • Strong familiarity with the broad inner workings of state government agencies 
    • Analytical capabilities
    • Background steeped in subnational energy/climate policy
    • Strong public speaking/presentation skills 
    • Passion for and alignment with Evergreen’s Mission

Compensation and Benefits

Salary: 110-115K

Benefits: Comprehensive benefits package that includes 100% employer-paid health, dental, and vision insurance for employees and dependents, 3% employer match on retirement plan contributions, as well as paid holidays, vacation, sick, and volunteer time off.
